Chair of Leisure & Culture Dundee. Independent Trustee appointed in June 2021

Sue Moody spent more than 30 years working with and for crime victims, as Director of Victim Support Scotland, as a Law Lecturer at Dundee University and most recently as Head of Victim Information and Advice within COPFS, the Scottish prosecution service. She has been involved as a Board member and volunteer in arts-based organisations and heritage projects locally and nationally. She was a founder member of the Charity Law Research Unit at Dundee University and continues to develop her expertise in charity governance.

David had 43 years working in local government and developed extensive experience in all financial matters and senior management. In 1995 he was appointed Director of Finance for Dundee City Council and in 2009 was appointed Chief Executive of the Council and retired from that position in November 2014.

In 2015 he was appointed Associate Director of the Rank Foundation, a UK national charity. His role was to manage 21 local community projects in Dundee, that were funded to the tune of £3.5m over 6 years.

In 2016 David founded the local charity Dundee Bairns, to provide meals, clothing and other services to children and families who live in deprived areas of Dundee. In nine years, the charity has delivered over 600,000 free meals.

In 2016 he became a Director of Dundee United Football Club and resigned in December 2022.

He is currently the Chair of Dundee United Community Trust and Dundee Bairns. In April 2025 David was appointed as a member of the National Lottery Scottish Committee.

In 2018 he was appointed by Her Majesty the Queen as a Deputy Lord Lieutenant of the City of Dundee and in 2020 was awarded an MBE for services to children and families

David has 3 daughters and has lived in Dundee since 1975.

Council Appointed Trustee and Managing Director (Dundee City Council Director, Leisure and Culture)

Judy is Director of Leisure and Culture and Managing Director, Leisure & Culture Dundee by Dundee City Council. She had previously been Head of Library & Information Services at the organisation since 2011 before officially becoming Director in 2021.

Kevin Keenan is a mechanical fitter to trade and worked for over 30 years in the electrical supply industry in various roles such as estimating, supervision and procurement, site installation. This was followed by a further 15 years repairing and refurbishing bank machines in a managerial role.

Kevin Keenan is a City Councillor representing Strathmartine Ward. He has a wide knowledge of Local Government having been Leader of the Council, Communities and Education Convener.

Kevin Keenan has also been the Capacity and Resources Spokesperson for CoSLA.

Kevin looks forward to making a positive contribution to Leisure & Culture Dundee.

Kris Bryce is Co-Founder and Managing Director of Galanthus Group, a management consultancy that works with boards, chief executives, and senior leadership teams on governance, organisational performance, culture, and long-term planning. His work focuses on helping organisations make clear decisions and build sustainable systems.

Until 2026, Kris was Chief Executive of Pitlochry Festival Theatre for ten years, where he led financial stabilisation, governance reform, and a major capital redevelopment. He stepped down having launched the Theatre's 75th anniversary season and secured its strongest audience and box office performance in its history.

He has previously held senior roles at Dundee Rep and Scottish Dance Theatre and Dundee Contemporary Arts, alongside earlier positions in cultural and public-facing organisations in the UK and Canada.

Kris is Vice President of UK Theatre and previously served as a trustee of Stellar Quines. He has lived and worked in Dundee for nearly 20 years.

Christine McGlasson has held senior management roles across various market sectors over the last 20 years and brings significant commercial and financial experience, as well as strong leadership skills rooted in collaboration and people development. Currently the Chief Operating Officer at Edinburgh Dog and Cat Home, she is also a former Managing Director of Xplore Dundee and holds a particular fondness for the city. As a mother of elite athletes and an active sports participant herself, she is a passionate advocate for sport, believing its impact on physical and mental health leads to positive outcomes for all of society and is therefore keen to support LACD to provide opportunities that lead to positive outcomes for the people of Dundee.

Council Appointed Trustee and Executive Director for Corporate Services, Dundee City Council

Paul has lived locally in Dundee for most of his life and first joined Tayside Regional Council in 1993 after leaving school. After studying he then qualified as a CIPFA Accountant in 2003 and has worked in a number of roles including the Council's Head of Corporate Finance from July 2021. Paul was appointed Executive Director for Corporate Services for Dundee City Council in April 2025.

Steve Grimmond is a recently retired Local Authority Chief Executive with wide experience of working at the most senior levels in government, corporate and voluntary sectors. He has a keen interest in, and has undertaken a range of leading roles across the Sport, Leisure & Cultural sectors. He is a passionate advocate for the Arts and is a Painter & Ceramicist.

Head of Culture and Libraries

Anna Day is Head of Culture and Libraries for Leisure and Culture Dundee, overseeing libraries, museums, and cultural venues across the city. She has led major cultural strategies for Dundee and Perth & Kinross, including UNESCO and national initiatives. She was the cultural lead on the new Perth Museum in the run up to and during its opening in March 2024. Formerly Director of Literary Dundee, Anna founded the city’s literary festival and has published and edited multiple books. A former journalist with The Sunday Times and Daily Mirror, she continues to write and chair events at leading festivals across Scotland.

Head of Corporate Services

Paul Henehan is Head of Corporate Services and has worked for Leisure & Culture Dundee since it’s inception in 2011 having transferred from Dundee City Council, where he started in the Finance section of Neighbourhood Resources & Development Department in 2001.

Head of Leisure, Sport & Physical Activity

Scott Urquhart is Head of Leisure, Sport & Physical Activity for Leisure and Culture Dundee, leading the city’s leisure centres, sports development programmes, and initiatives that promote active lifestyles. Scott has extensive experience in operational management, capital projects, and service transformation. Before joining Leisure and Culture Dundee, he oversaw multiple facilities and programmes across the Tay in Fife, introducing innovative approaches to community participation and ensuring the long-term sustainability of services.
